Robert Hembrook is the Executive Director for the 37th Training Wing at Joint Base San Antonio-Lackland, Texas. He concurrently serves in uniform as the Command Chief Warrant Officer for the Army Reserve Cyber Protection Brigade in Adelphi, Maryland. He has 37 years of experience across multiple disciplines, including Intelligence, Cyber Warfare, Targeting, Information Operations, and Software Development, spanning a broad spectrum of missions in the military, federal government, and private sector.
Mr. Hembrook began his active-duty military career in 1989 with the U.S. Army as a Signals Intelligence (SIGINT) analyst and deployed in support of Desert Shield/Storm. He transitioned to the Army Reserve in 1992, subsequently deploying for Joint Endeavor/Guard (Bosnia), Operation Noble Eagle, and Operation Iraqi Freedom, performing intelligence, targeting, and cyber roles. He was instrumental in creating the original Information Operations units in the Army Reserve, built and certified 10 Cyber Protection Teams, and helped create the Army's CYBER Career Field in 2014. Notably, he is currently assisting the Air Force in bringing back the Warrant Officer cohort after an absence since 1959.
In his Civil Service career, which began in 2003, Mr. Hembrook built and led numerous cybersecurity organizations, including the EUCOM Network Warfare Center. His senior civilian roles include serving as the Director of Cybersecurity (CISO) for the National Oceanic and Atmospheric Administration (NOAA), Deputy Director of Operations and Networks for 24th Air Force/AFCYBER, Director of Joint Force Headquarters-Cyber (Air Force), and Director of Future Operations for 16th Air Force. Most recently, he served as the Chief Technical Adviser to the HAF A1 Digital Transformation Activity and the HAF A1 CIO. Prior to his civil service, he worked in the private sector as a geoscientist, software developer, and network administrator.
